Be it resolved that Council confirm the agenda as presented.

Be it resolved that Council approve the minutes from the December 18, 2025 Council and Closed Session meetings as presented.

Be it resolved that Staff Report EDO2025-001 be received for information; and That Council approve a one-year discretionary grant extension of the Canadian Fence and Hardware CIP project so that the project – as described in EDO2024-004 – can be reimbursed if it is completed by December 31, 2025.

Be it resolved that Staff Report EDO2025-002 be received for information; and That Council approve Full Throttle Motor Speedway for Community Improvement Plan funding for building and land improvements to the property located at 312853 Hwy 6, Durham for $12,000 on the condition that the applicant complete a Severance and Zoning By-law Amendment application to address the Zoning Compliance issues.

Be it resolved that Staff Report PL2025-001 be received for information; and That Council support a decision by the County of Grey to deem the White Rose Phase 3 Subdivision not to have lapsed; and That Council support a redline amendment to the White Rose Phase 3 Subdivision approval for updates proposed by the developer.

Be it resolved that Staff Report PL2025-003 for the proposed Xplore Communications Tower (ON8457) on lands at 223044 Southgate Road 22 (C29-24) be received for information; and That the proponent and Industry Canada be advised that the municipal land use consultation process has been completed according to the Township’s Telecommunication Facility Policy; and That upon receipt of a letter of undertaking from the proponent permitting the Township to install radio communication equipment on the proposed facility if needed, that Council’s resolution will be forwarded advising the proponent and Industry Canada that the Township concurs with the proposed facility subject to obtaining an entrance permit and Civic Addressing -911 emergency number if needed.

Be it resolved that Staff Report PL2025-004 be received for information; and That Council approved By-law 2025-002 to rezone 192258 Southgate Sideroad 19 to permit a minimum rear yard setback of 4.6 metres to permit covering and structure for manure storage of an existing concrete pad, a minimum rear yard setback for a future pit silo with cover and structure of 6 metres, and an exemption from the MDS II separation of 6 metres from the nearest side or rear lot line for the covered manure storage on the existing concrete pad.

Be it resolved that by-law number 2025-002 being a by- law to amend Zoning By-law No. 19-2002, entitled the "Township of Southgate Zoning By-law" be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book

Be it resolved that Staff Report FIN2025-001 be received for information; and That Council approve 50% of the Township’s 2024 Operating Expenditures equal to $4,138,235.90, as a pre- budget approval for 2025 Operating Expenditures; and That the Projects detailed in this report by approved and included in the 2025 budget; and That staff be authorized to issue tenders or the Projects detailed in this report in accordance with Sections 3.3 of the Purchasing Policy (Calls for Bids or Quotations Before and After Approvals Received); and That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Be it resolved that Council amend the amendment to change the proposed meeting from virtual only to a hybrid (in person and virtual) meeting.

Be it resolved that Council amend the second clause of the motion to state: That the proposed 2025 budget timeline be approved as amended to change the Tuesday, March 18th at 9 am meeting to be scheduled for Wednesday March 19th at 6 pm, to be held as a hybrid (in person/virtual) meeting.

Be it resolved that Staff Report FIN2025-003 be received for information; and That the proposed 2025 budget timeline be approved as amended to change the Tuesday, March 18th at 9:00AM meeting to be scheduled for Wednesday March 19th at 6:00PM, to be held as a hybrid (in person/virtual) meeting.

Be it resolved that Staff Report CL2025-001 be received for information; and That Council waive section 4.1.2 of Policy No. 5 - Purchasing Policy and approve a direct purchase with Clerks on Call for the preparation of a new Procedural By- law as a 2025 capital project in the Clerks Department at a cost of $5,340.11.

Be it resolved that Staff Report CL2025-002 be received for information; and That Council consider approval of by-law 2025-003, being a by-law to approve the Township of Southgate to enter into an agreement with the Woodland United Church for the transfer of the Woodland Cemetery to the Township of Southgate.

Be it resolved that by-law number 2025-003 being a by- law to authorize a land transfer agreement between the Trustees of the Woodland United Church and the Township of Southgate be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book.

Be it resolved that Staff Report CL2025-004 be received for information; and That Council consider approval of By-law 2025-005 to enter into a purchase and sale agreement with Dundalk Team Town Hall for the purchase of the Dundalk Olde Town Hall building. Be it resolved that by-law number 2025-005 being a by- law to authorize an agreement of purchase and sale between Dundalk Team Town Hall and the Township of Southgate be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book.

Be it resolved that by-law 2025-001 being a by-law to authorize the borrowing of money to meet current expenditures of the Council of the Corporation of the Township of Southgate be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book.

Be it resolved that Council approve the items on the Regular Business consent agenda dated January 15, 2025 and direct staff to proceed with all necessary administrative actions.

Be it resolved that Council receive the items on the Correspondence consent agenda dated January 15, 2025 as information.

Be it resolved that Council receive the items on the Resolutions of other Municipalities consent agenda dated January 15, 2025 as information.

Be it resolved that Council receive the items on the Closed Session consent agenda dated January 15, 2025 as information.

Be it resolved that Council proceed into closed session at 2:02PM in order to address matters relating to Litigation or Potential Litigation, Including Matters Before Administrative Tribunals, Affecting the Municipality or Local Board (Sec239(2)(e))(Subject: Litigation Update) and Labour Relations or Employee Negotiations(Sec239(2)(d)) and Personal Matters About an Identifiable Individual, Including Municipal or Local Board Employees(Sec239(2)(c))(Subject: HR Matters); and That all those required remain in attendance.

Be it resolved that by-law number 2025-004 being a by-law to confirm the proceedings of the Council of the Corporation of the Township of Southgate at its regular meeting held on January 15, 2025 be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book.
